Mayor Hawkins debates in favor of grants for local police.

The Mayor shall be the Chief Executive of the City and shall:

Enforce the City Charter and ordinances and all applicable general laws

Supervise all departments subject to such written delegation as he/she shall make to the Business Administrator

Require each Department to make an annual and such other report of its work as he/she may deem desirable

Appoint the Business Administrator and all other Department Heads, with the advice and consent of the Council

Appoint the members of board and commissions when so authorized by ordinance or general law and any other officers or employees whose manner of appointment is not otherwise specified in a Charter or ordinance

Submit an annual municipal operating budget to the Council

Make such recommendations for Council action as he/she may deem to be in the public interest

Report annually to the Council and the public on the work of the previous year and the condition and requirements of the city government for the current year
Approve all Council ordinances; allow them to take effect with his approval or exercise his/her veto

Attend all meetings and conferences of the Council and take part in discussions with vote
Cast the deciding vote in case of a tie on the question of filling a vacancy in the Council
