CITY HALL CLOSED 2/5/14
Due to the severity of the storm, The City of Orange Township City Hall will be closed today, Wednesday, February 5th.

Due to tonight's impending snow storm and the significant amount of snow already on the ground, drivers are urged to stay off the roads throughout the storm to keep them clear for emergency vehicles and to allow crews to plow the streets. The cold temperatures have created dangerous driving conditions and I am asking for patience as we get through this rough winter weather together.   As of now, garbage and recycling is still scheduled for morning pick-up. Morning conditions may change that and I ask that you use discretion in placing garbage or recycling at curbside. Please take care when shoveling and please DO NOT shovel snow into the street to allow snow removal vehicles to access the roads as quickly and efficiently as possible. Residents who may experience power outages should call PSE&G at 800-436-7734.  In case of an emergency, dial 911. For non-emergency matters the police department can be reached at 973-266-4111.

SEVERE WEATHER ALERT
Record breaking frigid air has dropped across Orange and the Tri-State area, snarling air travel, traffic and transit and forcing delayed openings at schools across the region. Millions across the eastern seaboard can feel the effects of the "polar vortex," a dangerous blast of polar air, by the time it spreads across the country. The high is expected to be 10 degrees, but wind chills will make it feel more like minus 10. By 7 a.m., air temperatures may hit 5 degrees — a new record low.

Wind will also be a factor Tuesday. A wind advisory is in effect until 6 p.m. for Central and Northern New Jersey.

Orange Township Mayor Dwayne D. Warren, Esq. advises Orange residents that prolonged exposure to the cold can cause hypothermia, frostbite and could exacerbate chronic heart and lung conditions. Seniors and infants are most at risk. Tenants should call the office of code enforcement at (973) 266-4098 immediately if they are experiencing heating difficulties. Homeowners with heat issues should call PSE&G's emergency line at (800) 880-7734. If you do have to go outside, wear a hat, preferably one that covers your ears, or use earmuffs. Wear a scarf to protect your neck and wrap it loosely across your face. For your fingers and toes, wear boots with tread and wool socks. Mittens are warmer than gloves. You should also dress in layers because they help trap body heat and keep you warmer.

The Mayor and the Department of Health are encouraging everyone to stay indoors as much as possible and to check on friends, family and neighbors.

On Sunday, December 29, 2013, the City experienced a water main break on Thomas Blvd, near the intersection of Washington Street. The amount of water loss was significant, and coupled with the drought conditions that have existed since last summer, the City is experiencing a lower than normal water supply. As a result, residents and business owners are being asked to conserve water, which will help ensure that there are sufficient resources to meet human demand and fire fighting needs.

• Be Bright at Night: use retro-reflective tape on your costume to be seen easily.
• Wear a disguise that does not obstruct your vision, or use make up instead of a mask.
• Stay on sidewalks.
• Walk on the left side of the street facing traffic if no sidewalks are available.
• Look both ways when crossing the street.
• Never cross between parked vehicles or mid-block.
• If someone older cannot go with you, trick-or-treat with a group and be sure to tell your family where you are going.
• Trick-or-treat when it is light outside.

Essex County, NJ – Essex County Executive Joseph N. DiVincenzo, Jr. announced Essex County's 2013 Leaf Collection Schedule for County Roads. Residents whose properties are on County Roads may place their leaves in biodegradable bags or sweep the loose leaves into piles at the curb.

To organize leaf collection on County roads, Essex County is divided into four sectors. There will be three pickups in each section of the County. DiVincenzo has asked residents on County roads to check the accompanying leaf collection schedule and coordinate their fall cleanup activities with the County. Residents are requested to place leaves at the curb during the weekend before the scheduled pick up, either in piles or biodegradable paper bags.

The following schedule lists the four sectors, the municipalities included in each section and the collection times when leaves will be picked up in each section.

• Section I: (Cedar Grove, Millburn and West Orange) Monday, October 28th to Friday, November 1st; Monday, November 25th to Friday, November 29th; and Monday, December 23rd; to Friday, December 27th, excluding Christmas Day.

• Section II: (South Orange and Maplewood) Monday, November 4th to Friday, November 8th; Monday, December 2nd to Friday, December 6th; and Monday, December 30th to Friday, January 3, 2013, excluding New Year's Day.

• Section III: (Belleville and East Orange) Monday, November 11th to Friday, November 15th; Monday, December 9th to Friday, December 13th; and Monday, January 6, 2013 to Friday, January 10, 2013 (The last pick up will be made only if it is needed).

• Section IV: (Irvington, Newark and Orange) Monday, November 18th to Friday, November 22nd; Monday, December 16th to Friday, December 20th; and Monday, January 13, 2013 to Friday, January 17, 2013 (The last pick up will be made only if it is needed).

Essex County has entered into shared services agreements with Bloomfield, Caldwell, Essex Fells, Fairfield, Glen Ridge, Livingston, Montclair, North Caldwell, Nutley, Roseland, Verona and West Caldwell. In these municipalities, the local Department of Public Works will collect leaves on County roads. If your property is located on a County road in one of these towns, please consult your municipal Public Works Department for more information or to obtain a schedule.

ALL leaves and/or yard waste MUST be bagged in BIODEGRADABLE PAPER BAGS or placed in containers not exceeding 35 gallons. NO PLASTIC BAGS WILL BE ACCEPTED All branches must be cut and tied in bundles no longer than four feet in length.
Bagged leaves should be placed for pick-up by the curb, not in the street.
Leaves CANNOT be piled in the streets at any time.
DON'T place trash, garbage or other yard rubbish in with leaves.
DON'T place leaves in catch basin.
Landscaping Contractors and Property Owners are prohibited from blowing any type of yard waste into the street.
ALL Landscaping Contractors MUST have a permit by the City of Orange Township.
Biodegradable leaf bags are available for Orange Residents only while supplies last at Brook Alley Garage, 24 S. Center Street between the hours of 12:30pm – 3:30pm.

Rabies Alert
September 13, 2013 All cats and dogs should be updated with their rabies vaccinations. Four foxes were confirmed positive for rabies in the State of New Jersey. They were involved in unprovoked attacks in Sussex County between September 3rd and September 9th, 2013. People should stay away from wild life particularly wildlife that is acting sick and aggressive. Thanks to a historic agreement between the City of Orange Township and Essex County, the Orange Reservoir is now a great place to spend time with your friends and family. The improvements include a new picnic pavilion with breathtaking views, designed with nautical sailing flags and a floating dock. This facility is the perfect place for picnics, family reunions, weddings and other outdoor activities. The $2 million facelift extends to the resurfaced parking lot, less than 100 yards from the reservoir. CITY OF ORANGE RELEASES On Tuesday June 18, 2013 at 4 pm, Mayor Dwayne D. Warren, Esq., and the Orange City Council will conduct a ceremony near 116 Main Street, to rename a portion of Main Street (near Hickory Street) to Macon T. Cotton, Jr. Plaza. All residents, friends and family are invited to attend. Mr. Cotton, 74, is the owner and operator of Cotton's Funeral Homes. This thriving establishment was started by Macon Cotton, Sr. in 1922. Mr. Cotton has a proud legacy of philanthropic work throughout the City of Orange Township and the surrounding Essex County area. The resolution to rename the street in honor of Mr. Cotton was sponsored by Councilwoman April Gaunt Butler.

UNITED WATER BEGINS HYDRANT FLUSHING PROGRAM
Maintenance Effort will Improve Water Quality
United Water will begin to flush hydrants throughout the City of Orange beginning the week of June 17th. Crews will work between 5:00 a.m. and 11:00 a.m. The flushing program is expected to last about two weeks. • June 17th - Scotland/Forest Avenue to South/West Orange border
• June 18th - Hillside/Elmwynd to South Orange border
• June19th - Hillside to Highland
• June 20th - Highland to Central Ave, including Central Ave
• June 24th - Central Ave to Route 280
• June 25th - Rt. 280 to Main Street, including Main Street
• June 26th - Main Street north to Lakeside area
• June 27th - North of Lakeside to the City borders

Flushing removes harmless minerals that collect in the water mains. The project is part of the company's routine maintenance program to assure high water quality. Flushing hydrants helps to maintain the integrity of the distribution system by keeping the water lines clean. It is also necessary for fire protection because flushing ensures that the hydrants are working properly.

During the flushing process, customers may experience low water pressure or discolored water. While the water is safe to drink, customers may prefer to wait until their cold water runs clear before drinking or washing clothes or dishes. Customers with questions or problems can call United Water's customer service center at 1-866-893-0546.

(Senior Freeze) 2012 Eligibility Requirements*
You must meet all of the following requirements:
• You were age 65 or older as of December 31, 2011, or if under age 65, you were receiving Federal Social Security disability benefits as of December 31, 2011, and December 31, 2012; and
• You have lived in New Jersey continuously since December 31, 2001, or earlier, as either a homeowner or a renter; and
• You have owned and lived in your home (or have leased a site in a mobile home park for a manufactured or mobile home that you own) since December 31, 2008, or earlier; and
• You paid the full amount of the 2011 property taxes due on your home by June 1, 2012, and paid the 2012 property taxes by June 1, 2013; and
• Your total annual income for 2011 did not exceed $80,000* and for 2012 did not exceed $82,880.* Note: With very few exceptions, all income received during the year must be taken into account to determine eligibility (including social security, pension income, etc.). * Eligibility requirements, including income limits, and benefits available under this program are subject to change by the State Budget. 2,000 Free Recycling Curbside Bins and Lids available now
The Department of Public Works is distributing 2,000 curbside recycling bins and lids free of charge to Orange Residents to promote recycling. Residents can pick up the bins while supplies last at Brook Alley Garage, 24 S. Center Street, Orange, NJ (behind the old Center Meat Market) Monday through Friday from 12:30pm – 3:30pm PROOF OF RESIDENCY REQUIRED We are seeking to raise Orange's recycling rate for 2013. The green 18 gallon curbside recycling bin comes with a black lid for your newspapers and/or cardboard. They have the City seal printed on both sides. "These containers are a great way to promote recycling by our residents, who can better organize materials that they bring to the curb", Mayes said. Marty Mayes is the Director of Public Works/ Engineering and the Recycling Coordinator.

The recycling tonnage grant funded the purchase of 2,000 bins and 2,000 lids.

Redevelopment of vacant & foreclosed properties stabilizes Central Orange

RPM Development Group and City of Orange Township Mayor Dwayne D. Warren, Esq. are proud to announce the grand opening of Central Orange Village, a $12.3 million neighborhood redevelopment initiative that has transformed vacant and foreclosed properties into 46 units of energy-efficient affordable housing. The project was specifically designed to implement nearly $5 million of federal Neighborhood Stabilization Program (NSP) funding. "Our communities were ravaged by the foreclosure crisis during the Great Recession and the housing crisis", Mayor Warren said. " But, thanks to public/private partnerships like RPM Development Group and The City of Orange Township, we are transforming formerly blighted areas into beautiful, affordable housing for Orange families. This is a model of redevelopment that can truly move Orange forward". With some of the highest levels of high-cost loans, foreclosure, and vacancy in all of Essex County at the peak of the housing crisis in 2008-2009, Central Orange was a distressed neighborhood that required targeted intervention to promote stabilization and revitalization. Central Orange Village has done that by redeveloping seven properties in three different, but strategically-located, areas of the neighborhood. The targeted, small-scale nature of the project complements recently completed high-impact development projects like Grand Central at Orange, also by RPM, and Walter G. Alexander Apartments.

On South Essex Avenue, RPM constructed a 22-unit mixed-use building on vacant land that the City of Orange had previously acquired through in rem tax foreclosure and rehabilitated a long-vacant four-story building at the corner of Mechanic Street into 7 units. Berwyn Street is the home to three new 3-family homes that were built on vacant land that the City of Orange had acquired through in rem tax foreclosure. A formerly bank-owned home and a small apartment building whose owner had defaulted on its loan, both on Pierson Street, were given new life with 8 newly rehabilitated units. "Urban neighborhoods have been ravaged by the foreclosure crisis," said Ed Martoglio, President of RPM. "RPM is proud to have played a part in revitalizing these 7 properties and achieving the goal of building a more viable, sustainable neighborhood." Each building has achieved LEED-Platinum certification, the highest level of green building awarded by the U.S. Green Building Council. In addition, the homes at Berwyn, Pierson, and Mechanic Streets have earned designation as Climate Choice buildings, which means that the buildings are at least 50% more energy efficient than a conventional building.

Each unit has a modern layout finished with sustainable building materials and stainless steel ENERGY STAR appliances. Tenants will enjoy cost savings from energy-efficient heating, cooling, and electricity. The Neighborhood Stabilization Program, administered by the U.S. Department of Housing & Urban Development, was funded by the Housing & Economic Recovery Act of 2008, the American Recovery and Reinvestment Act of 2009 (the "stimulus"), and the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. Additional project financing includes the 4% Federal Low-Income Housing Tax Credit (LIHTC), the Federal Home Loan Bank of New York Affordable Housing Program Funds, and tax-exempt bonds from the New Jersey Housing & Mortgage Finance Agency.


ORANGE RESERVOIR GETS $2 MILLION FACELIFT

Orange Township and Essex County Partner To Expand South Mountain Complex On the brisk fall Tuesday morning of October 10, against the serene backdrop of the Orange reservoir and its wooded environs, Orange Mayor Dwayne Warren, Esq. and Essex County Executive Joseph Di Vencenzo unveiled detailed plans for the beautification of the Orange Reservoir and its picnic grounds. Also present for the occasion was a host of Essex County elected officials and City and County Department heads. The announcement comes three years after the plan was first proposed by the County Executive to the City of Orange. Since 2009, the former Mayor and Council were unable to agree on a lease that was in the best interest of Orange residents. Shortly after Mayor Warren was elected, his legal team renegotiated the terms of the lease in consultation with the Orange City Council and obtained Council approval. The measure was then approved by the Essex County Board of Chosen Freeholders. The $3 million dollar Green Acres funded project will include demolition of dilapidated structures, an open air pavilion for picnicking and hosting special events and the installation of a floating dock where paddle boats will be launched . Other features include an outdoor fireplace, patio and the rehabilitation of a walking path on the property so visitors can walk around the perimeter of the body of water.

The area will be well lit, safe, lined with nautical flags and have plenty of seating. The new recreational area is adjacent to Mc Cloone's restaurant and the Turtle Back Zoo complex. Of course, the spectacular view of the foliage and waterway will be an attraction unto itself. Mayor Warren aggressively sought to further develop the area and prioritized this issue shortly after being sworn in. " I must thank our County Executive, my administration and the Orange City Council for their diligence in ensuring that Orange residents and taxpayers received a facility and financial arrangement that we can be proud of for generations. " Under the terms of the lease, the City of Orange will maintain ownership of the land. At the end of the 20 year lease term, control of the fully developed property reverts back to the City of Orange Township.


THE CITY OF ORANGE DEPARTMENT OF PUBLIC WORKS LEAF COLLECTION SHALL START OCTOBER 15th AND END DECEMBER 15th, 2012

LEAF COLLECTION REGULATIONS
ALL leaves and/or yard waste MUST be bagged in BIODEGRADABLE PAPER BAGS, or placed in containers not exceeding 35 gallons. NO PLASTIC BAGS WILL BE ACCEPTED
All branches must be cut and tied in bundles no longer than four feet in length.
Bagged leaves should be placed for pick-up by the curb, not in the street.
Leaves CANNOT be piled in the streets at any time.
DON'T place trash, garbage or other yard rubbish in with leaves.
DON'T place leaves in catch basin.
Landscaping Contractors and Property Owners are prohibited from blowing any type of yard waste into the street. ALL Landscaping Contractors MUST have a permit by the City of Orange Township.
Biodegradable leaf bags are available for Orange Residents only while supplies last at Brook Alley Garage, 24 S. Center Street between the hours of 12:30pm – 3:30pm.
